In 2018 Development Initiatives carried out in-depth analysis of crisis-related needs and resourcing. In June 2018, Development Initiatives published the Global Humanitarian Assistance (GHA) Report 2018 which analysed data on humanitarian and wider crisis financing trends. The report contained analysis of data relating to Grand Bargain commitments, including on cash programming, un-earmarked funding and multi-year planning. Development Initiatives also produced a separate briefing note on trends in global funding to local and national actors. Key findings from our research were presented at ECOSOC, with analysis also fed into Grand Bargain discussions.
Development Initiatives also sought to promote progress on the Grand Bargain transparency commitment, through a project funded by the Netherlands Ministry of Foreign Affairs. Development Initiatives provided support to organisations seeking to publish their humanitarian data to International Aid Transparency Initiative (IATI) and supported the development of a dashboard to monitor the progress made in publishing humanitarian data to IATI as part of the Grand Bargain commitment. The June 2018 Progress Report evidenced good progress. The report showed that more Grand Bargain signatories were publishing some open data to IATI, rising from 37 of 51 signatories (73 per cent of organisations or their members or affiliates) in 2017 to 44 of 59 signatories (75 per cent of organisations or their members or affiliates) in 2018. Of these publishing data to IATI, 82 per cent (36 organisations or their members or affiliates) were publishing some humanitarian aid data in 2018, up from 61per cent (31 organisations or their members or affiliates) in 2017.

Development Initiatives believes that transparency is a fundamental part of improving the efficiency, effectiveness and accountability of all crisis-related financing - humanitarian, development and beyond. Progress in implementing the Grand Bargain transparency commitment could underpin progress in other areas such as cash transfers, multi-year funding, reduced earmarking and the harmonisation of reporting.

- Development Initiatives will provide practical and technical support for the development of strong and transparent data systems to track all financial flows in crisis contexts, and produce high quality analysis that informs resource allocation. It will promote increased operational effectiveness by supporting all humanitarian actors to publish good quality, timely data on their activities to the International Aid Transparency Initiative (IATI) Standard. As technical lead within the IATI Secretariat, Development Initiatives will provide guidance and technical support to help organisations map their systems to IATI and ensure that the Standard continues to evolve in response to the needs of the humanitarian community.
