1. Highlight the concrete actions taken between 1 January – 31 December 2017 to implement the commitments which contribute to achieving this transformation. Be as specific as possible and include any relevant data/figures.
In June 2017 Development Initiatives published the Global Humanitarian Assistance Report 2017, which provided a comprehensive analysis of crisis-related needs and resourcing. The report included evidence relating to the Grand Bargain commitments and added new analysis on wider crisis financing mechanisms and early action. In addition, it contained analysis on needs, risk financing and domestic expenditure. The report was launched in June 2017 to coincide with the United Nations Economic and Social Council (ECOSOC) and Grand Bargain discussions. Key findings of the report and other related publications were communicated throughout the year at other key events and discussions.
Development Initiatives is the technical lead for the International Aid Transparency Initiative (IATI) Secretariat and has also been funded by the Netherlands Ministry of Foreign Affairs to support organisations to publish their humanitarian assistance to IATI as part of the Grand Bargain transparency commitment. Development Initiatives has produced a background paper and a baseline report on this, and developed a methodology and a humanitarian dashboard to monitor that commitment.
An assessment by Development Initiatives showed that there has already been considerable progress in the reporting of humanitarian aid to IATI. In June 2017, from a total of 51 signatories, 73% (37 organisations or their members or affiliates) had published some data to the IATI Standard and 61% (31 organisations or their members or affiliates) had published humanitarian aid data to IATI.

B. How are you assessing whether progress on commitments is leading toward change in the direction of the transformation?
Development Initiatives monitor progress against objectives to ensure that its analysis responds to and informs current developments in investments to end poverty and build resilience. Its work on transparency includes the development of an online dashboard to monitor progress of the Grand Bargain signatories in publishing high-quality data to the IATI standard.
4. Highlight actions planned for 2018 to advance implementation of your commitments in order to achieve this transformation.
Development Initiatives will provide independent and rigorous data-led analysis to help others to make informed decisions that lead to better outcomes for people affected by poverty and crisis, including publishing the 2018 Global Humanitarian Assistance report in June.
Development Initiatives will support Grand Bargain signatories to publish high-quality, timely data on their humanitarian assistance. It will also work with the Humanitarian Data Centre to pilot the automated import of IATI data into the United Nations Office for the Coordination of Humanitarian Affairs' (UNOCHA) Financial Tracking Service (FTS).
5. What steps or actions are needed to make collective progress to achieve this transformation?
Development Initiatives believes that transparency is a fundamental part of improving the efficiency, effectiveness and accountability of all crisis-related financing; humanitarian, development and beyond. Progress in implementing the Grand Bargain transparency commitment could underpin progress in other areas such as cash transfers, multi-year funding and harmonisation.

- Development Initiatives will provide practical and technical support for the development of strong and transparent data systems to track all financial flows in crisis contexts, and produce high quality analysis that informs resource allocation. It will promote increased operational effectiveness by supporting all humanitarian actors to publish good quality, timely data on their activities to the International Aid Transparency Initiative (IATI) Standard. As technical lead within the IATI Secretariat, Development Initiatives will provide guidance and technical support to help organisations map their systems to IATI and ensure that the Standard continues to evolve in response to the needs of the humanitarian community.
