El Salvador pledges to continue the humanitarian initiative for a world free of nuclear weapons. It further pledges to raise awareness about this important issue, both at the national and at the international level. The aim of this initiative is to fill the legal gap with regard to nuclear weapons in light of their catastrophic and unacceptable humanitarian consequences and the great risk which these weapons are posing for the entire planet.

El Salvador commits to continue to promote ratification of and accession to the Anti-Personnel Mine Ban Convention by States. El Salvador further pledges to uphold its commitment to meet the humanitarian goal of the Convention - a world free from the use and stockpiling of anti-personnel mines - and to put an end to the suffering caused by antipersonnel mines through their complete eradication.

El Salvador's Legislative Assembly ratified the Treaty on the Prohibition of Nuclear Weapons on 30 August 2018.
El Salvador promoted different declarations and resolutions within the United Nations and other multilateral fora to support a world free of nuclear weapons and their complete elimination.

The objective of this initiative is to fill the legal vacuum with regard to nuclear weapons in light of their catastrophic and unacceptable humanitarian consequences and the great risk that these weapons represent for the entire planet.

El Salvador is committed to continue supporting the initiative for a world free of nuclear weapons. In addition,El Salvador is committed to raising awareness about this important issue, both nationally and internationally.

In 2018, virtual meetings were held with the member countries of the Regional Conference on Migration (RCM), to follow up on the work plan in order to prioritize actions in the region as well as at country-level. A list of institutions supporting migrant children and adolescents with protection needs was requested by member countries. El Salvador carried out a mapping of manuals, protocols, instruments of protection, networks for migrant children and established focal points in governing institutions on the subject of migrant children.
In October 2018, under the RCM framework, a meeting of the Network of Liaison Officers on migrant children was held with the member countries.
In November 2018, the Vice Ministerial meeting of the RCM was held. The Network of Liaison Officers also met and discussed the work plan. They agreed to promote the following actions:
- Creation of a support guide for the implementation of mechanisms to determine the Best Interests of the Child (ISN) in cooperation with academic or civil society specialists.
- Conduct a workshop for the creation of a regional guide for the determination of the ISN with the support of the observer organizations.
- Conduct a training workshop on updated guidelines for evaluation and determination of the best interests of children and adolescents (2018). This was offered by UNHCR, who also agreed to share a more elaborate proposal as soon as possible.
2. B. How are these challenges impacting achievement of this transformation?
At the RCM meeting, there was a proposal to review actions in the Strategic Plan on the implementation of the common indicators for a Registry of Unaccompanied or Separated Migrant Children and Adolescents in the consular services of member countries, with a view to designing a single registry.
3. What steps or actions are needed to make collective progress to achieve this transformation?
At the RCM meeting, for the first time, there was participation of a group of young people who experienced irregular migration. They spoke about their experiences and gave recommendations to member countries for consideration in their decision-making. This was an action within the framework of the work plan. Youth from El Salvador, Guatemala and Honduras participated.

Disaster risk reduction and disaster risk management (including resilience)
El Salvador completed the updating of the National Plan for Civil Protection, Disaster Prevention and Mitigation, as well as the preparation of contingency plans to deal with droughts, volcanic eruptions, earthquakes, and fires.
El Salvador's Ministry of the Environment and Natural Resources (MARN), in follow-up to commitments made at the United Nations Framework Convention on Climate Change (UNFCCC), issued the Third National Communication on Climate Change, in which they reported on the El Salvador's progress in terms of policies and national actions planned to face the effects of climate change.
El Salvador's Early Warning Systems (SAT) have increased 36, of which 23 are for flood threats, 7 for landslide threats, 3 for volcanic threats and 3 for marine threats, which include tsunamis. These systems have coverage in 124 municipalities.
The Center for Integrated Monitoring of Threats of the MARN's Environmental Observatory has been updated and modernized. This Center integrates and analyzes information of more than 250 stations located throughout the country which measure rainfall, river levels, earthquakes, waves and sea currents and provide analytical models and computer applications.
2. B. How are these challenges impacting achievement of this transformation?
Under the leadership of the Presidential Secretariat for Vulnerability Issues and the General Directorate of Civil Protection, and with the support of the United Nations International Children's Emergency Fund, the Environmental Observatory was involved in assisting efforts of other governmental institutions to implement the Index for Risk Management (INFORM) system in El Salvador
3. What steps or actions are needed to make collective progress to achieve this transformation?
Under the 'Weather-Ready Nations' initiative, implemented with the support of USAID's Office of US Foreign Disaster Assistance (USAID/OFDA) and the National Oceanic and Atmospheric Administration's (NOAA), work is being done to improve weather forecasts to move from "what will be the weather?" to "what the weather will do?" i.e. from weather forecasts to impact forecasts.

Joined-up humanitarian-development analysis and planning towards collective outcomes
1. Construction of mitigation works on the land of 22 families living in the community of Altos de Santa Anita, municipality of Soyapango, department of San Salvador.
2. Construction of mitigation works on the lands of 35 families living in the San Pedro B community, municipality of Ayutuxtepeque, department of San Salvador.
3. Construction of mitigation works on land belonging to 19 families living in the community of El Caracol, municipality of San Martín, department of San Salvador.
4. Construction of mitigation works on the lands of 10 families living in the El Castillo 2 community, municipality of Apopa, department of San Salvador.2. B. How are these challenges impacting achievement of this transformation?
Implementation of the Vulnerability Reduction Programme in the Metropolitan Area of San Salvador (AMSS), with financing from the Inter-American Development Bank (IDB, loan 2630). The programme combines the construction of strategic infrastructure to generate quality habitats and resilient urban development.
3. What steps or actions are needed to make collective progress to achieve this transformation?
The Master Plan for the Sustainable Management of Rainwater of the Metropolitan Area of San Salvador (AMSS) is being formulated through a technical cooperation programme of US$600,000 from the Inter-American Development Bank (IDB). This plan will allow the establishment and prioritization of interventions in the drainage system of the AMSS, proposing financing mechanisms and the criteria delineating competencies in the management of macro drainage systems.

El Salvador se compromete a promover la incorporación de las comunidades de salvadoreños en el exterior, en la prevención y respuesta temprana ante desastres. Incrementar los esfuerzos que venimos realizando ante los países receptores de diáspora y las agencias privadas, para reducir los costos de los envíos de las remesas familiares; que por cierto son una reconocida fuente de financiamiento familiar hacia las comunidades en situaciones de emergencia humanitaria.

Direct funding to national/local actors
Establishment of a greenhouse in the community of Talchiga (duration of one year and total cost of US$10,000), with the objective that families of the community of Talchiga produce vegetables for their own consumption. The project included the construction and equipping of a greenhouse, provision of vegetative material, training and follow-up to the horticultural process.
2. B. How are these challenges impacting achievement of this transformation?
The activities were carried out in coordination with the Morazán Educational Development Foundation (FUNDEMAC), in the department of Morazán. The Foundation has an independent, non-partisan and non-denominational character.
3. What steps or actions are needed to make collective progress to achieve this transformation?
Different Salvadoran communities abroad, such as the Salvadoran Organization in the United Kingdom (ASUK), are developing initiatives in El Salvador, in order to improve the food security of communities located in areas with higher poverty rates in the country. Its main objective is to support the processes of strengthening local self-management and the promotion of the right to a quality education, through training, awareness and impact on public policies, management and institutional strengthening.

Achieving a re-classification of the eligibility criteria of the World Bank's International Development Association to improve the eligibility of "Middle Income Countries" in order for them to access funds and financing on favourable terms.
3. What steps or actions are needed to make collective progress to achieve this transformation?
El Salvador has participated in various multilateral and regional spaces, in which it has raised the need to review the current classification of countries with the aim of incorporating other complementary and multi-dimensional indicators which, in the light of the 2030 Agenda for Sustainable Development, would give an improved account of a country's true degree of development and, therefore, the need to continue receiving support through international cooperation (overseas development assistance - ODA) and access to other sources of financing under favourable conditions.
