1. Highlight the concrete actions taken between 1 January – 31 December 2017 to implement the commitments which contribute to achieving this transformation. Be as specific as possible and include any relevant data/figures.
Humanitarian OpenStreetMap Team (HOT) is continuing its commitment to enabling and empowering youth and adolescents by expanding partnerships with YouthMappers University chapters and providing a large number of internships throughout the summer. YouthMapper currently has 113 chapters in 35 countries and approximately 5,000+ mappers participating; this figure represents a significant growth from last year, nearly double the previous figure. This growth has been with a conscientious focus to include young women and girls; YouthMappers are about 40% female overall. This ratio of female students has grown by 5% in the past year, additionally about 25% of chapters have greater than 50% female participation.
HOT has also worked to integrate and involve youth and adolescents within programmatic work through training and within field mapping efforts. In Tanzania, HOT is working with several local Universities to train and involve over 300 students within field mapping. These students, after receiving training on contributing to OpenStreetMap, were working throughout Dar Es Salaam contributing data about their own communities for long-term urban resilience.

B. How are you assessing whether progress on commitments is leading toward change in the direction of the transformation?
HOT focuses heavily on the goals of partners working most directly with youth and adolescents as a view and measure of progress. HOT works with the YouthMappers project to align initiatives, projects and evaluation mechanisms.

B. How are these challenges impacting achievement of this transformation?
Current funding mechanisms have generally short project implementation periods and shifting priorities through funding cycles. As a result, investing in key initiatives that have already delivered promising results remains difficult. Those shifts discourage or limit staff retention and investment in human resources and thus, to some level, deepening partnerships.
4. Highlight actions planned for 2018 to advance implementation of your commitments in order to achieve this transformation.
HOT will continue to deepen partnerships with YouthMappers and HOT youth chapters to engage adolescents and youth. HOT is also working to expand engagement with girls and young women and refugee youth as essential voices and resources within this subset of the population. This continued commitment extends to HOT's programmatic work, more student internships and trainings are planned to expand investments in young mappers.
5. What steps or actions are needed to make collective progress to achieve this transformation?
Investments in adolescents and youth must be made in order to ensure progress for any humanitarian or development initiative. Sustainable progress is possible across all sectors when youth and adolescents are present at all levels of decision-making and implementation.
6. List any good practice or examples of innovation undertaken individually or in cooperation with others to advance this transformation.
HOT has seen great advancements with its work with inclusion of students. YouthMappers, with support by HOT, will be hosting a fellowship symposium in 2018 and coordinating humanitarian mapping fellowships throughout the summer. In addition, students have been paired with mentor teams from chapters in Latin America, Africa, Asia and Europe.

Joined-up humanitarian-development analysis and planning towards collective outcomes
The Humanitarian OpenStreetMap Team (HOT) has worked in 2017 to deliver collective outcomes by actively harmonizing data collection efforts across projects working within the humanitarian and development spheres. Using open-source tools, HOT is able to share data-collection methods and implementation. In addition, HOT utilizes the open-source nature of the data itself to ensure a transformative effect on the communities and countries in which HOT and OSM communities are working.
Among the most significant changes in 2017 has been HOT’s investment in local community OpenStreetMap Groups to bridge data gaps in humanitarian and development initiatives. As these communities are most immediately affected and most likely to have needs across the spectrum, while also having the most accurate information about their areas, they are best positioned to address the gaps. They have, however, severe limitations in access to training and resources to fulfill existing needs. HOT, by supporting these groups, hopes to ensure both long and short-term sustainable solutions to transcend humanitarian-development divides.

HOT is constantly marking progress against its own goals and benchmarks, while also integrating those of key partners. HOT is able to use the platform upon which all results are published to understand impact. This data and information is supplemented by details from partners on the ground.

In order to further coordination efforts, HOT is bringing on a consultant to improve monitoring and evaluation methods across tools and programs. Additionally, HOT will continue to bring together staff implementing programs across sectors to improve institutional learning and promising practices. HOT is focusing its second phase of Micro-grants on OpenStreetMap communities susceptible to natural disasters and complex emergencies. In supporting these communities, HOT hopes to further bridge existing data gaps.
5. What steps or actions are needed to make collective progress to achieve this transformation?
It is still incumbent upon all partners to work towards not just sharing results, but also methods, tools and data. Free and open tools and data remain a proven solution to ensure progress in a coordinated and transparent manner. Additionally, it is imperative to focus on and encourage local tools and local people across all sectors, at all stages of planning and implementation for sustainable and meaningful interventions.
6. List any good practice or examples of innovation undertaken individually or in cooperation with others to advance this transformation.
HOT has continued strengthening its partnership with the Humanitarian Data Exchange, contributing a significant amount of open data that is useful and available for all users. These users span several sectors and spheres including humanitarian and development initiatives. HOT's Microgrants programs have also seen promising results in their inaugural year.
