- The Sovereign Order of Malta will continue to use its diplomatic network and status to provide support in implementing humanitarian aid and to promote dialogue among parties. The Order commits to a facilitating role wherever there is a possibility of exchange and cooperation between different parties.

The Sovereign Order of Malta has recently appointed two new Ambassadors tasked with combating human trafficking. Based in Geneva and in Lagos, Nigeria, Michel Veuthey - Ambassador to Monitor and Combat Trafficking in Persons – and Romain Champierre de Villeneuve - Ambassador at-large for Africa – will help strengthen the commitment of the Order of Malta in preventing the trafficking of humans and protecting the victims, with projects both at local and diplomatic level.
Drawing from the experience gained from many years of migrant and refugee assistance programmes in many parts of the world, one of the first commitments of the Sovereign Order of Malta will be to participate on 27-28 September in the United Nations General Assembly special meeting focusing on the implementation of the “Global Plan of Action to Combat Trafficking Persons” adopted by the United Nations in July 2010.

Through the participation and organization of different international initiatives by Michel Veuthey - Ambassador to Monitor and Combat Trafficking in Persons – and Romain Champierre de Villeneuve - Ambassador at-large for Africa, the Sovereign Order of Malta is continuing to advocate on different levels.

B. How are these challenges impacting achievement of this transformation?
For the Order of Malta, the biggest challenge is access to funding and in particular to unrestricted funds in order to be more effective in the implementation of its projects. The security issue is also critical for the expansion of its action, with a focus on Libya.
4. Highlight actions planned for 2018 to advance implementation of your commitments in order to achieve this transformation.
The Order of Malta is planning to organize International Humanitarian Law (IHL) training classes for Libyan officials. Michel Veuthey - Ambassador to Monitor and Combat Trafficking in Persons – and Romain Champierre de Villeneuve - Ambassador at-large for Africa – will promote and develop the commitment of the Order of Malta.
5. What steps or actions are needed to make collective progress to achieve this transformation?
It will continue to use its diplomatic network to promote human rights - as the Order is permanent observer to most International Organizations - and increase its regional and worldwide humanitarian activities.
6. List any good practice or examples of innovation undertaken individually or in cooperation with others to advance this transformation.
The Order of Malta organized the 4th meeting of the Libyan working group in Tunis to discuss irregular migration, political instability, violation of human rights and the conditions in the detention centers

- The Sovereign Order of Malta commits to make religion a driver of peace by identifying supportive religious leaders of all faiths and religions to act together to influence communities to promote peace. The Order will make its network and diplomatic means available to ensure that religious actors use their sphere of influence and their moral obligation to promote and bring into force the fundamental principles and basic rules of human rights on at both State and community levels.

The Sovereign Order of Malta participated through its relief organization, Malteser International, in a working group “Responsibility of Religions for Peace” set up by the German Ministry of Foreign Affairs in order to start a process around Faith, Peace and Humanitarian Issues with Partners in Difficult Situations.
Moreover the Sovereign Order of Malta is still working on the project of a Compact on shared religious values based on International Humanitarian Law (IHL), as a follow-up of the Symposium "Religions together for humanitarian action", organized by the Order of Malta at the United Nations in Geneva.

The Order of Malta is trying to create a code of conduct applicable to all institutions and organisations engaged in humanitarian aid to reach local communities.

As migration and refugees are growing issues all the over the world, the Sovereign Order of Malta was forced to focus more on supporting the Relief Corps engaged in offering assistance to the persons in need and on its advocacy. This project has been postponed for the time being.

A meeting in April on Migration and Refugees with the Ambassadors accredited to the Order, further a Roundtable in Mai which will be podcast on a national radio in Italy.

- The Sovereign Order of Malta commits to use its unique position as a religious, diplomatic and humanitarian actor to strengthen and promote international humanitarian law and other legal instruments protecting human life and dignity and their implementation and compliance. In particular it will promote Common Article 1 and 3 of the 1949 Geneva Conventions, and, in general, promote the protection of humanitarian and medical personnel, as strongly urged by Resolution 2286 (2016) recently adopted by the Security Council.

IHL and IHRL compliance and accountability
Libyan Coastal Guard Training: With the aim of strengthening the Libyan institutions operating under the aegis of the internationally recognised Tripoli government, the Order of Malta's commitment continues under the banner of EUNAVFOR MED (the European Union Naval Force Mediterranean which is one element of a broader EU comprehensive response to the migration issue). Together with the Italian Coastguard, we provide ‘Search and Rescue at sea’ training courses for Libyan Coastguard personnel. Three sea rescue training courses on board the ship Diciotti and in the Italian military base in Taranto have already been completed, attended by some 160 members of the Libyan Coastguard.

Continue the training in order to set up and prepare the Libyan Coastal Guard. This project contributes to the development of the observance of international humanitarian laws regarding refugees and migrants facing trafficking, smuggling and torture.

- The Soverign Order of Malta commit to continue to protect and assist refugees and migrants crossing the Mediterranean and the Aegean Sea. To this end, it will continue to provide medical, psychological and rescue teams on board of the Italian Navy, Coast Guard and private vessels. It also commits to ensuring long-term assistance, from medical care to integration projects, to for the benefit of the thousands of refugees arriving in Europe, based on ongoing effective programs. These programs include medical and social assistance, legal assistance to apply for asylum requests, and educational projects to enhance integration into the social fabric of migrants who remain in European countries.

Refugees
Over 1 million refugees and migrants have been taken care by the Order of Malta . Assistance in all fields is offered. In Germany alone, the Order of Malta can count on the tireless efforts of 5,000 volunteers and 3,000 staff who work in in this sector, active in some 100 facilities countrywide. With their 25 years of experience, our German volunteers have developed comprehensive social integration courses that have been very effective. These initiatives were recently illustrated in an in-depth report on migration by our German Relief Service, Malteser Hilfsdienst, which offered a cognitive tool based on scientific and numerical data rather than on emotional, non-scientific responses. A recent important recognition for the Order of Malta’s work in Germany was the establishment of diplomatic relations between the Federal Republic of Germany and the Sovereign Order of Malta.
