On 16 September 2016, the UN Secretary-General resumed the practice of the Secretariat’s briefings for the Members of the Security Council on situations that may threaten the maintenance of international peace and security (the so-called "situation awareness briefings").
Ukraine has actively supported the new UN Secretary-General in his aspirations to strengthen the Organization’s capacity in the field of conflict prevention, including by triggering the reforms that will address, among other things, bolstering the mediation capabilities and good offices of the UN Secretariat and the Secretary General personally. On 10 January 2017, Deputy Foreign Minister of Ukraine Sergiy Kyslytsya took part in the UN Security Council open debate on conflict prevention.
Ukraine will support the United Nations in convening a World Prevention Forum by 2020.

Achievements at a glance
A series of trainings on conflict prevention and resolution, as well as mediation were held in order to improve the skills of staff of the Ministry of Temporarily Occupied Territories and IDPs of Ukraine (MTOT) as well as representatives of other relevant agencies.
In particular, a training on negotiation process for conflict resolution based on the experience of the Northern Ireland was held in November 2016. It was organized with the financial support of the Federal Department of Foreign Affairs of Switzerland and the Ministry of Foreign Affairs of Finland.
The MTOT of Ukraine and the Centre for Humanitarian Dialogue (Switzerland) held a training on strategic approaches to resolution of armed conflict in certain areas of Donetsk and Luhansk regions in November 2016.
Representatives of the Ministry of Defense, Ministry of Information Policy, General Staff of the Armed Forces of Ukraine and other entities also took part in the trainings.

The Ministry of the Temporarily Occupied Territories and IDPs of Ukraine and the Ukrainian women`s fund have been designated the beneficiaries of the USAID project «Economic opportunities for the conflict-affected people”, which aims at empowering IDPs and hosting communities through job-creation and supporting small business.
The Ministry of Youth promotes campaign “No Hate Speech Movement” aiming to reduce the levels of hate speech. This also includes peace-building with active youth participation.
In November 2016, the All-Ukrainian youth organization "Association KVN Ukraine" implemented project "No Hate Speech Movement" to counter hate speech in communication, mass media and on-line. Also implemented project aimed at reducing discrimination and human rights violations in June 2016 in Eastern Ukraine.
International workshop was held in November 2016. The purpose was to develop the skills of those working with youth to promote and support the initiatives to involve young people into the educational response to hate speech.

The Ministry of Temporarily Occupied Territories and IDPs drafted the Law of Ukraine amending the Law of Ukraine "On humanitarian aid". Its adoption would allow to establish clear, simple and accelerated procedures for rapid and unimpeded delivery of humanitarian aid.
To ensure smooth delivery of international humanitarian assistance to the non-government controlled territories in eastern Ukraine, amendments were made to the Order № 415 of June 12, 2015 regarding the Control of the Movement of People, Transport Vehicles and Cargo across the Contact Line within Donetsk and Luhansk regions. They aim to simplify procedure of crossing the contact line for humanitarian cargo.
The Ministry of Social Policy approved the list of international humanitarian organizations, which are subject to simplified procedure for crossing the contact line to deliver humanitarian assistance to the non-government controlled areas (available at www.msp.gov.ua/en).

Achievements at a glance
To raise awareness among men and boys on gender-based violence the campaign "16 days against violence" is held annually in November and December. It aims to promote non-violent ideology in society. The activities include coordination meetings, educational and training events, conferences, legal education weeks and thematic literature exhibitions and are widely covered in the media.
In order to protect women’s rights the project "Response to acute humanitarian needs of the most vulnerable women and adolescent girls affected by the armed conflict in eastern Ukraine" is implemented in Ukraine. Its objectives include strengthening multi-sectoral coordination, protection and prevention systems and enhancing access of GBV survivors to legal, health and psychological services. There are 26 mobile teams providing social and psychological services to GBV survivors.
The relevant ministries, designated responsible for this issue in WHS Plan of Action, which was adopted by the Government of Ukraine, remain seized of the matter.

Delegation of Ukraine took part in the meeting to enhance the implementation of the international humanitarian law, held in Geneva from November 28-29, 2016 in accordance with the resolution “Strengthening compliance with international humanitarian law”, adopted during 32nd International Conference of the Red Cross and Red Crescent. The meeting agreed upon key logistical and technical aspects of the governmental process for ensuring respect for the IHL, particularly on approximate date for the next meeting, which shall take place in first half of 2017.

In order to protect IDPs Ukraine set up the unified database for IDPs and simplified registering procedure. The Ministry of Temporarily Occupied Territories and IDPs was established. Integrated state program for support, social adaptation and reintegration of IDPs was adopted.

In 2016 Ukraine was visited by Mr. W.Swing, Director General of the International Organization for Migration (October 6-7, 2016) and Mr. F.Grandi, United Nations High Commissioner for Refugees (November 21-24, 2016).
Migration Service of Ukraine has been implementing “An Action plan on integration of refugees and persons in need of subsidiary protection into Ukrainian society until 2020”, approved by the Government of Ukraine. Progress reports are prepared and submitted to the Government twice a year.

Draft Law was developed to amend the Law on refugees and persons in need of subsidiary or temporary protection, which provides framework for protection of refugees and persons in need of protection, as well as their integration.

The National Human Rights Strategy until 2020 and its Plan of Implementation provide framework for ensuring equal rights and opportunities for women and men, preventing and combating discrimination against women.
Twenty centers for social and psychological assistance, which provide social services and temporary shelter to women who find themselves in difficult life situations and crises, were established. In 2016, the centers provided assistance to more than 5,000 women.
In June 2016, a training workshop "Women in times of conflict: actions and hopes" was held. About 50 representatives of women's NGOs from all over Ukraine, who took part in the event, discussed the role of women in conflict prevention and peace-building as well as the situation of the IDPs from Eastern Ukraine.

The Ministry of Temporarily Occupied Territories and Internally Displaced Persons has been cooperating with the non-governmental organizations, representatives of youth, women and other groups on effective and immediate response to the challenges facing the internally displaced persons. In November 2016, the representatives of the Ministry took part in an interactive dialogue on challenges faced by the internally displaced women, organized by the UN-Women.
On 21 December 2016, the Luhansk regional youth organization “AMI-East” with the support of the UNHCR Office in Ukraine and the Ministry of Youth and Sport of Ukraine held a round-table entitled “Harmony in Diversity. Building the principles of tolerance in the inclusive space of education”. The event aimed at promoting educational programs for children and youth based on the principles of the tolerance and inclusiveness, engaging children into active lifestyle.

In accordance with the Order of the Cabinet of Ministers of Ukraine № 689 dated 22 September 2016, the Memorandum on mutual understanding regarding the establishment of the Multi-Partner Trust Funds was signed by the Cabinet of Ministers of Ukraine, the United Nations and the World Bank in October 2016. This financial mechanism aims to support the process of peacebuilding and recovery in Eastern Ukraine (Donetsk, Luhansk, Kharkiv, Dnipropetrovsk and Zaporizhzhia regions). Respective activities will be co-funded by the UN and the World Bank.
