    Every Member State has a responsibility to review their role and priorities towards preventing and ending conflict. There is simply no other way. Conflict only promotes inequality, creating massive wealth for a few and enormous hardship and suffering for millions.

Individual Commitment

  • What led your organization to make the commitment?

    Via our work with the Irish Government as a partner and a donor and a champion of Sec Res 1325.

    Trocaire is an active member of the Oversight Group for Ireland's National Action Plan on Women, Peace and Security and an active Member of the Irish Consortium on GBV and a member of the Refugee and Migrants Coalition that works with refugees in Ireland and within Europe.

    - Post-WHS update to the Oversight Group to capture the great contribution of Ireland and particularly the Irish President at the Summit.
    - Strong advocacy on ensuring the components of the Irish National Action Plan are incorporated into domestic plans of government departments tasked with supporting migrants and refugees in Ireland.

  • What led your organization to make the commitment?

    We need to increase awareness across the organisation on principled humanitarian action and how to balance views and tensions in this area.

  • Achievements at a glance

    A Humanitarian Learning Platform has been set up which can be accessed by every member of staff. The platform includes general and detailed information and accessible training modules on humanitarian principles and humanitarian action.

    Progress will be assessed under the humanitarian outcome of the strategic plan with regular reporting systems in place as well as more fluid conversations and deeper understanding among staff and partners on the humanitarian principles.

    We wanted to prioritise the protection of women and girls and broaden women's empowerment in our work.

    Protection programming and protection mainstreaming work is on-going, resourced and staffed. Research with key partners in Lebanon and DRC is started and extensive consultation and engagement with other actors in the sector are happening.

    Staffing, funding and researching plans fulfilled and work progressing by the end of the first quarter in 2017.

    Funding and staffing and time to work with partners - more time required than funding available.

    End conflict and accelerate efforts to prosecute perpetrators of sexual violence. The work of millions can only be effective if women feel that security, dignity and respect are their rights and that sexual violence is not something that can be undone or forgotten. Address impunity.

  • What led your organization to make the commitment?

    The above commitments reflect the values of the organisation and the objectives of our humanitarian work as outlined in the organisation's new strategic plan (2016-20). We are working on influencing our systems organizationally to ensure the commitments of the Charter for Change are realized - it takes a long time so we can indicate that the process is ongoing.

    - CHS assessment is ongoing through 2017.
    - Partnership and localisation research ongoing with Groupe URD. The output will contribute to discussion in the humanitarian sector on how localisation can work to increase the speed, efficiency and transparency of humanitarian assistance.

    Slower than expected - organisation shifts and the need for cultural change take time.

    International organisations have to work with local organisations as partners, building systems and capacities and increasing sustainability to ensure development happens, driven by local people as the agents of change.

    Programme integration is happening in each country we work in, though less so in those where active conflict is restrictive and our support to partners is limited to humanitarian action alone.

    Since the organisation was established in 1973, partnership underpinned by subsidiarity has been the only approach employed by Trocaire.

    Extending our partnership approaches to ensure our humanitarian action is based on sustainable partnership and capacity building, and investing in local systems and mechanisms, to ensure appropriate programming is a key commitment for Trocaire under our new strategic plan. To assist the organisation in deepening our understanding of how our partnerships work in different settings, we are working with Groupe URD to study our work, our approaches and hear from our partners how we can do better.
