IHL and IHRL compliance and accountability
Hungary remains a staunch and reliable supporter of the International Humanitarian Fact-Finding Commission (IHFFC), dedicated to facilitating respect for international humanitarian law. Hungary welcomes the proposal to establish a “Group of Friends” of the Commission and fully endorses the UN Outreach Plan of Action approved by the Bureau of the Commission.
Gender-based violence prevention and response
Following Hungary’s election by exclamation to the Executive Board of UN Women in 2018, Hungary made a voluntary contribution of USD 20,000 to the UN-Women funded "Trust Fund to End Violence Against Women", the main activities of which are the elimination of violence against women and girls supporting national laws, policies and action plans, as well as preventing violence and providing assistance to victims. The UN Trust Fund supports results-based projects focused on finding solutions and contributing to the overall understanding of effective strategies to counter all forms of violence against women and girls in the most cost-effective way.
Protection against sexual exploitation and abuse (PSEA)
Hungary completed the Organisation for Economic Co-operation and Development Development Assistance Committee's (OECD-DAC) Preventing Sexual Exploitation and Abuse (PSEA) survey and to provide a consolidated reply, major partner civil society organizations were consulted and involved in preparing the answers. Hungary is strongly committed to supporting such efforts, therefore Hungary has also supported the adoption of the document entitled Pillars of a Proposed DAC Recommendation on Preventing Sexual Exploitation and Abuse, and Sexual Harassment in Development Co-operation and Humanitarian Assistance at the DAC Senior Level Meeting on 22 February 2019. Hungary also intends to make commitments at the Ending Sexual and Gender-based Violence in Humanitarian Crises conference in Oslo, 23-24 May 2019.

- Hungary commits to a new approach to addressing forced displacement that not only meets immediate humanitarian needs but reduces vulnerability and improves the resilience, self-reliance and protection of refugees and IDPs. It commits to implementing this new approach through coherent international, regional and national efforts that recognize both the humanitarian and development challenges of displacement. It will also take the necessary political, policy, legal and financial steps required to address these challenges.

Refugees
One of Hungary’s key foreign policy priorities is to address the root causes of migration and to assist refugees or would-be, potential migrants in their home countries, or refugee camps in their neighbouring countries. Therefore, in 2018, Hungary contributed EUR 8.75 million to the V4+IT project, the implementation of which is to occur within the framework of the EU Emergency Trust Fund for Africa. This particular project focuses on developing Libya’s integrated border management capacities to avert cross-border flows that could potentially destabilise the country, the region and ultimately Europe.
Hungary has also offered EUR 14,661,360 to the EU Facility for Refugees in Turkey for the period 2016-2017, and a further EUR 7,870,809 for the period 2018-2019. Financed projects include humanitarian assistance, education, health and socio-economic support to refugees and host communities in Turkey. With regard to bilateral funding, as a new approach of growing importance, Hungary also increasingly supports neighbouring countries which offer shelter to refugees. Hungary provides sanitation, medication, education, food and shelter for refugees, internally displaced people and their host communities in Iraq, Jordan, Lebanon, Syria and Turkey/ Through the Sanitation for Millions programme, Hungary and Germany are to provide water and sanitation services to developing countries. Hungary is contributing approximately EUR 1 million to this project.
IDPs (due to conflict, violence, and disaster)
Through civil society partners, Hungary has engaged in the reconstruction of hospitals and schools, as well as capacity-building projects in Iraq, Jordan, Syria and Palestine. Hungary attributes particular importance to the protection of persecuted Christian families: since 2016, Hungary has allocated approximately EUR 24 million to this end.
Cross-border, disaster and climate related displacement
Hungary provided (in-kind assistance) mobile water treatment systems after the devastation caused by hurricane Irma in Cuba (HUF 27.2 million, approximately equivalent to EUR 84,000). In the Zakarpatska region of Ukraine, the sudden lack of liquid chlorine caused an emergency situation with regard to access to drinking water. Hungary supplied 15 tons of liquid chlorine to ensure the disinfection of drinking water.
Other
Act CXX of 2018 established the State Secretariat for the Aid of Persecuted Christians and the Hungary Helps programme (APC HH). Within its framework setting up of the Hungary Helps Program Agency aim to open new opportunities for financing and implementation. The approach of APC HH is to offer direct, targeted aid to local Christian communities, tailored to expressed specific needs.
The Scholarship Program for Christian Young People (SCYP) with a budget of EUR 1,327,300 in 2018, is to help young people complete their studies in Hungary and then return to their own communities. The main partners are Egypt, Iraq, Lebanon, Kenya, Nigeria ,Syria, Pakistan, Palestine and Syria. More than 160 students have participated since September 2018.

Hungary continues to support the operationalization of the humanitarian-development-peace nexus, since it can greatly enhance the efficiency of collective attempts to tackle the root causes that lead to displacement as well as voluntary migration.
