- Commit to a new approach to addressing forced displacement that not only meets immediate humanitarian needs but reduces vulnerability and improves the resilience, self-reliance and protection of refugees and IDPs. Commit to implementing this new approach through coherent international, regional and national efforts that recognize both the humanitarian and development challenges of displacement. Commit to take the necessary political, policy, legal and financial steps required to address these challenges for the specific context.

- Commit to collectively work towards a Global Compact on responsibility-sharing for refugees to safeguard the rights of refugees, while also effectively and predictably supporting States affected by such movements.

- Commit to actively work to uphold the institution of asylum and the principle of non-refoulement. Commit to support further accession to and strengthened implementation of national, regional and international laws and policy frameworks that ensure and improve the protection of refugees and IDPs, such as the 1951 Convention relating to the Status of Refugees and the 1967 Protocol or the AU Convention for the Protection and Assistance of Internally Displaced Persons in Africa (Kampala convention) or the Guiding Principles on internal displacement.

Refugees
The Regional Refugee and Resilience Plan (3RP - https://www.3rpsyriacrisis.org) focuses on Protection, Education and Livelihoods programs to support refugees in Turkey and working to ensure self-reliance of vulnerable groups and promote social cohesion among refugees and host communities. Its structured psychosocial and protection sessions, informed by prevailing needs of children and strengthened protection and wellbeing among refugee, youth and adults to enhance their positive coping and wellbeing, had reached 4,999 individuals by 31 December 2018.
In an inclusive and holistic approach, Kırıkhan Community Center (KCC) enhanced the Syrians’ and host communities’ capacity to anticipate, manage, and recover from shocks and improve their mutual relationship. 'Cash for training' projects have been planned to be implemented in/with Kırıkhan as well. Kırıkhan exceeded its target reaching 1,876 members by 31 December 2018. Kırıkhan also aimed to empower vulnerable members of the Syrian and host communities by improving their access to livelihood opportunities, to sustain a dignified life and become self-reliant through the provision of educational trainings and language courses. Refugees have been provided with the skills that allowed them to find formal employment opportunities. By 31 December 2018, 1,237 had been reached through this skills programe. [Yuva] has cooperated with various international organization such as Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO), Empower, Saver the Children, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Hopes and the European Union by 31 December 2018.

B. How are these challenges impacting achievement of this transformation?
Working with an inclusive approach for horizontal and vertical issues that touch upon the entire project cycle results in an enormous variety of protection,education and livelihood activities, so monitoring, measuring and reporting of key inclusive activities is a challenge
3. What steps or actions are needed to make collective progress to achieve this transformation?
- Establish decentralized, participatory mechanisms for planning, monitoring and evaluating an implementation provision for Syrians’ and host communities’ .
- Encourage and facilitate the participation of stakeholders in the planning and decision-making processes concerning provision for implementation process
- Ensure that, in the context of a systemic change, educational trainings, language course and protection sessions both pre-service and in-service, address the provision of inclusive education.
