International Planned Parenthood Federation (IPPF) underwent an extensive process in developing a Gender Equality Strategy, based on the conceptual framework around the gender-equality continuum as a management tool, ecological model and life course approach. This process informed the development of the Gender and Inclusion Guidance Note which focuses on gender-responsive programming and the inclusion of persons with disabilities and sexual and gender minorities. These values are in line with the IPPF strategic framework, as well as the overall Humanitarian Strategy. Connected to this will be a SoP system developed for Member Associations on national level, Regional Offices and Humanitarian Hub. This includes a robust safety and security system for deployable staff.

Gender-based violence prevention and response
The International Planned Parenthood Federation (IPPF) established a Humanitarian Hub and developed a Humanitarian strategy, based on international rights-based agreements and with built-in accountability framework to be rolled-out across the Federation.
Focus is to ensure that sexual and reproductive health and rights (SRHR) is integrated into national, regional and global emergency response policies and disaster management frameworks. An integral part of this approach is building institutional capacity of Member Associations to respond and prevent gender-based violence (GBV) in crisis settings.

The International Planned Parenthood Federation (IPPF) underwent an extensive process in developing a Gender Equality Strategy as well as Gender and Inclusion Guidance Note, which focuses on gender-responsive programming and the inclusion of persons with disabilities and sexual and gender minorities.
IPPF worked closely with the Inter-Agency Working Group for Reproductive Health (IAWG RH) partners, both as a steering committee member and also as part of various working groups and task forces, including the task force for the revision of the Inter-Agency Field Manual, guiding implementation of the Minimum Initial Service Package (MISP) at country level.
IPPF are active members of sub-working groups on advocacy, adolescents, GBV, research, MISP, RH kits.

Strengthening national/local leadership and systems
The International Planned Parenthood Federation (IPPF) Humanitarian Hub supports Member Associations to scale up their operations to provide life-saving sexual and reproductive health (SRH) services during crises.
Member Associations are nationally registered organisations, well established as SRH service providers and advocates for sexual and reproductive health. In 2017, key humanitarian staff were hired, including a range of technical experts with significant experience in sexual and reproductive health in emergencies. Key systems and processes were set-up to ensure IPPF can deliver on humanitarian programming and successfully mainstream humanitarian programming across the organization and its Member Associations.

International Planned Parenthood Federation (IPPF) Member Associations (MA) are encouraged to engage in national level preparedness mechanisms in order to advocate for sexual and reproductive health (SRH) in emergencies, and collaborate with key partners.
For example, during trainings in Samoa, Fiji and Tonga, a representative from the respective National Disaster Management Offices (NDMOs) orientated participants to the country coordination mechanisms and response activation system. In Samoa, the humanitarian team collaborated with the NDMO to adapt a half day disaster response simulation exercise to include sexual and reproductive health and rights (SRHR) scenarios and include role plays on attending cluster meetings and advocating for Minimum Initial Service Package (MISP) implementation. In Vanuatu, the MA attended the Health Cluster and Protection Cluster Meetings during the Ambae Volcano Response and was able to advocate for the provision of MISP in these forums. The Afghanistan MA, AFGHA, is an active member of the Reproductive, Maternal, Newborn and Child Health (RMNCH) Emergency Committee, gathering a range of national humanitarian NGOs as well as other stakeholders active in the country. AFGHA also participates in the Reproductive Health Cluster. The Sri Lanka, Indonesia, Myanmar and Pakistan MAs all took part in national level coordination meetings.

Joined-up humanitarian-development analysis and planning towards collective outcomes
International Planned Parenthood Federation (IPPF) Member Associations are established national actors, serving as sexual and reproductive health (SRH) service providers and advocates for SRH rights. IPPF uses this infrastructure to scale up and build capacity to effectively engage in preparedness mechanisms and in response.
The recruitment of technical advisors on SRH in emergencies, Gender and Inclusion, Communication, Monitoring and Evaluation, Capacity-building and establishment of a Humanitarian Hub are key achievements to support Member Associations and Regional Offices to scale up development activities into a humanitarian context.

Direct funding to national/local actors
The International Planned Parenthood Federation (IPPF) has engaged in capacity building of local actors, national Member Associations on sexual and reproductive health (SRH) in emergencies. IPPF has also provided training on "SRH in Emergencies " to the Government of Australia. IPPF supported a seminar/learning event on "SRHR in humanitarian settings" hosted by the Swedish International Development Cooperation Agency (Sida), the Swedish Ministry of Foreign Affairs and the Swedish Association for Sexuality Education (RFSU).
IPPF engaged in International Dialogue on Sustainable Development by presenting delivering SRH in fragile contexts. Member Associations are connected with local coordination mechanisms. In addition, resource mobilization targets channeling funds to Member Associations.

The International Planned Parenthood Federation (IPPF) humanitarian programme, funded by the Government of Australia, and implemented in 14 countries in Asia and the Pacific, includes ensuring that national Member Associations are connected to local DFAT (Department of Foreign Affairs and Trade, Australia) posts in country. Joint monitoring visits were made to the localized flood response in Nepal. This model is applied to Member Associations operating in high risk settings.

This will be done through increased capacities in staff, that focuses on core funding application, as well as by creating a business development team that will undertake restricted bid submissions.

In 2017 the International Planned Parenthood Federation (IPPF) business development team was created and led a number of large, successful bids targeting fragile countries and contexts.

In 2018 the business development team will continue to invest in IPPF income generation capabilities for both humanitarian and development donors, including building a bid pipeline for humanitarian funding and funding in fragile contexts.

As demonstrated in 2017, where collective bids were proven to be beneficial, more collaboration with partners and actors will be needed.

The International Planned Parenthood Federation (IPPF) maintains the Director General’s Contingency Fund. This can be utilised for response to emergencies. During 2017 US$ 0.25 million were provided to support response to the hurricanes in the Caribbean and the earthquake in Mexico.
