- Act for Human Rights (ALEF) elaborated an early warning indicator, a tool that allowed residents of Chiyah (a Beirut suburb) to solve their conflicts without violence and to hold stakeholders of their region accountable.
- ALEF is coordinating a "working group for persons affected by the Syrian displacement crisis in Lebanon", a network that brings problems occurring in the field to policy makers.

- By applying processes/indicators developed to measure WHS commitments specifically.
B. How are you assessing whether progress on commitments is leading toward change in the direction of the transformation?
ALEF assess the progress through the level of engagement and mobilization of youth on human rights issues. ALEF is also able to assess the progress through the sustainability of the intervention among the targeted youth.

B. How are these challenges impacting achievement of this transformation?
Addressing the problem in a way that is beneficial for all actors was a challenge for ALEF, the impact of this challenge made it more time consuming to achieve the implementation.
4. Highlight actions planned for 2018 to advance implementation of your commitments in order to achieve this transformation.
- ALEF is a part of three local networks in Lebanon working on enhancing Human Rights impact through local sustainable advocacy in Lebanon.
- The results of the Chiyah project, opened up the opportunity to widen ALEF's scope of work to cover more regions such as Beqaa and the North.
5. What steps or actions are needed to make collective progress to achieve this transformation?
Being a member of many networks, ALEF had the chance to tackle problems from different levels, and to work on it with the partnership of many other NGO's who share the same interests.
6. List any good practice or examples of innovation undertaken individually or in cooperation with others to advance this transformation.
The conflict mapping toolkit and the early warning indicators, gave participants the knowhow of resolving their conflicts without violence.

IHL and IHRL compliance and accountability
Act for Human Rights (ALEF) consistently and systematically monitors the situation of human rights in Lebanon and measures actual practices against human rights commitments made on the international level.

- Through existing, internal systems or frameworks for monitoring, reporting and/or evaluation.
- By reporting to, or using reports prepared for, UN principal organs, UN governing boards, or other international bodies
- Through multi-stakeholder processes or initiatives (e.g. IASC, Grand Bargain, Charter for Change, etc).
B. How are you assessing whether progress on commitments is leading toward change in the direction of the transformation?
ALEF has been developing a monitoring tool to assess the true impact of its work on the situation of human rights in Lebanon, which in turn relies on objective assessments of programs and projects around the extent to which they help achieve change.

- Field conditions, including insecurity and access
- Funding modalities (earmarking, priorities, yearly agreements, risk aversion measures)

B. How are these challenges impacting achievement of this transformation?
Few resources have been invested by donors in creating comprehensive and transparent monitoring frameworks, which not only hinder the need base design of the project but also impact assessment.
4. Highlight actions planned for 2018 to advance implementation of your commitments in order to achieve this transformation.
ALEF will undergo a gender audit and will receive coaching sessions on safeguarding the enhancement of its capacity in compliance and accountability.
6. List any good practice or examples of innovation undertaken individually or in cooperation with others to advance this transformation.
ALEF has pushed for transparent monitoring and accountability mechanisms to be adopted by the government, donors and NGO's and this is within the framework of wider discussions such as the Brussels II conference and the CEDRE conference in 2018 (Conférence économique pour le développement, par les réformes et avec les entreprises).

Act for Human Rights (ALEF) has conducted advocacy and awareness raising activities on several human rights issues including refugee protection, torture prevention, migrant domestic workers rights, child rights, and women rights. It has also published its annual report for 2017 on the situation of human rights in Lebanon and actively participated in reporting to human rights treaty bodies.

The challenges are on creating change on three levels: policy, practice and public opinion.
The lack of buy-in from different actors is a major obstacle.

ALEF will continue conducting advocacy and awareness raising activities on several human rights issues including refugee protection, torture prevention, migrant domestic workers rights, child rights, and women rights.

Engaging with main decision and policy makers on the national and international levels.

1. Highlight the concrete actions taken between 1 January – 31 December 2017 to implement the commitments which contribute to achieving this transformation. Be as specific as possible and include any relevant data/figures.
Act for Human Rights (ALEF) was part of the project "My Voice matters Too", with the collaboration of Save the Children, ALEF worked with a group of youth to and discussed the situation of the adolescents and young people in Lebanon.
The participants had the chance to set recommendations for the Lebanese government and the international stakeholders, and to present them in Jordan, Lebanon, and Brussels conferences.

B. How are these challenges impacting achievement of this transformation?
The coordination made with other international and local organizations was part of the success of many conferences, where the youth shared their experiences.
6. List any good practice or examples of innovation undertaken individually or in cooperation with others to advance this transformation.
ALEF's participants had contact with Save the Children Sweden and a conference call made between the youth of Lebanon and children in Sweden, where its participants explained their situation and their challenges to the other group and gave them real examples concerning the difference between the childhood between Lebanon and Sweden.
