On 22 May 2017, during Cyprus Chairmanship of the Committee of Ministers of the Council of Europe (CoE), the CoE Convention on Offences relating to Cultural Property was signed in Nicosia. The Convention aims to prevent and combat the illicit trafficking and destruction of cultural property, in the framework of the Organization’s action to fight terrorism and organised crime. It is the only international treaty dealing with the criminalisation of the illicit trafficking of cultural property.Cyprus was the first country to ratify it on 7 December 2017 and has undertaken diplomatic efforts to promote its signature and ratification.

On the initiative of Cyprus, a resolution on Cultural Rights and the Protection of Cultural Heritage was unanimously adopted by the United Nations (UN) Human Rights Council (HRC) in Geneva (March 2018). It constitutes an update of the first relevant resolution which was also unanimously adopted by the HRC in March 2016. The resolution unconditionally condemns any unlawful act which causes the destruction of cultural heritage and expresses the deep concern of the Human Rights Council.

Cyprus and Italy established a Group of Friends, in the context of the United Nations in New York, that is focused on the Protection of Cultural Heritage. It serves as a platform for closer cooperation and strengthening of efforts for the protection of cultural heritage globally.

Gender-based violence prevention and response
The Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence (Istanbul Convention), was ratified by Cyprus in November 2017 and entered into force as of March 2018.

- Cyprus will continue to promote universal adherence and the full national implementation of the Rome Statute of the International Criminal Court, also in its capacity as co-focal point of the Assembly of States Parties of the ICC for achieving universality and full implementation of the Rome Statute. Cyprus will also continue to support and encourage other States to ratify the Agreement on Privileges and Immunities of the ICC (APIC) and the amendments to the Rome Statute adopted in Kampala which reinforce the Rome Statute system. In pursuing these goals, Cyprus commits to organize meetings and events and to promote initiatives in cooperation with other stakeholders.

- Cyprus will enhance its efforts to raise awareness and enhance effective international cooperation, in the framework of the UN, the Council of Europe, as well as other relevant international fora, on the important issue of the destruction of cultural heritage during armed conflicts, which constitutes an aggravating factor in armed conflict and may also present major obstacles to dialogue, peace and reconciliation. It will continue to promote these positions at the UN in New York and in Geneva and promote a greater role for the Human Rights Council in this issue, through the adoption of Joint Statements and Resolutions, as well as seminars and events both in Geneva and in Cyprus, whilst actively supporting the work of the Special Rapporteur in the field of Human Rights.

For fiscal years 2016 and 2017, Cyprus devoted a minimum of 10 per cent of its international assistance and financing towards national and local systems that address the needs of internally displaced people (IDPs), refugees and host communities.

Cyprus supports and is actively involved in forming the European Union's (EU) common position as regards the Global Compact for Safe, Orderly and Regular Migration and the Global Compact on Refugees.
