The creation of a new profession - the gender equality expert. The need to create and implement this profession came through the understanding that only an institutionalized effort would bring effective and quantifiable change within society. This is why the gender equality expert profession targets all the stakeholders involved in the design and implementation of public policies. Furthermore, it applies to all sectors of activity that play a role in ensuring active gender mainstreaming across all areas of activities in the public sector (social welfare, police, justice, border police, gendarmerie and penitentiary staff). By 2020, 70% of Romania's national and local public institutions will have experts and technicians in gender equality.

The General Inspectorate for Immigration initiated the project for amending the Government Ordinance np. 44/2004 on the social integration of foreigners who have acquired international protection or a right of residence in Romania, as well as citizens of the European Union (EU) Member States (MS) and of the European Economic Area and the decision no. 1483/2004 for the approval of the Methodological Norms for the application of the Government Ordinance no. 44/2004. Also, in view of the proposals for amending the common European asylum system, after approval, further amendments will need to be made in order to adapt the national legislation to the new provisions.
The relocation of refugees from third countries to Romania is carried out on the basis of Government Decision no. 1596/2008 on the resettlement of refugees in Romania and the transferred persons receive government assistance in accordance with the provisions of the Law no. 122/2006 on asylum in Romania. In addition, through projects funded by the Asylum Migration and Integration Fund, they can benefit from compensatory payments for rent and utilities in private dwellings, intensive Romanian language and cultural accommodation sessions, until obtaining a form of protection and with it the entry into the integration program.
After the approval of the Memorandum by the Romanian Prime Minister, the Ministry of Internal Affairs, through General Inspectorate for Emergency Situations submitted an Official Letter to the United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA), notifying about the Government Decision to become the United Nations Disaster Assessment and Coordination (UNDAC) member and sending contact details of the UNDAC National Focal Point.

The Ministry of National Education of Romania supports the process of integration of the children and youth that have obtained a form of international protection or the right to reside in Romania, through the following means: 1. The provision of Romanian language courses for beginners. 2. The provision of access to education. Law no. 331/2015 guarantees the access to education of minor asylum applicants. 3. The equivalence of studies. 4. The granting of scholarships. More details are presented in the annex.

In 2018, the Ministry of National Education of Romania will continue its work on these issues.
The Ministry of Internal Affairs, the General Inspectorate for Immigration will continue in 2018, to develop resettlement programs, financed by the Asylum, Migration and Integration Fund (AMIF).

The recognition of professional competences. Foreign citizens, who obtained a form of protection in Romania, and who cannot provide professional certificates can follow the same certification procedures as those used for the attestation of professional competences/qualifications gained in non-formal and informal contexts, applicable for Romanian citizens.

1. To support the autonomy of women and girls Romania elaborated the Draft Decision on the approval of the National Strategy for the Promotion Gender Equality and Preventing and Combating Domestic Violence, 2018 - 2021, and the Operational Plan aimed at concrete measures in the field of education by setting out the related indicators: 1.1. Raising awareness of children and young people about the legal provisions in the field of gender equality. 1.2. Combating gender stereotypes among young people;
2. Ensure universal access to sexual and reproductive health - The National Program for women and children's health; The National Program for surveillance and control of infectious diseases includes measures for preventing and controlling sexual and transmissible diseases and HIV; The National Program for smear test that includes early screening. According to the National Program regarding the family planning, a national network of family planning offices was established.
3. Implement a coordinated approach to prevent and respond to gender-based violence in a crisis context - in order to implement the Istanbul Convention, the Government of Romania, submitted to the Parliament, the Law on the preventing and combating domestic violence. Regarding social services, the Government Program 2018 - 2020 Section 8 "Respect and dignity of women" stipulates concrete measures taken, namely: the development of a network of at least 20 protected shelters for victims of domestic violence, the creation of 10 crisis centers for rape cases. The National Agency for Equal Opportunities has developed a number of projects. Annex with more details is attached.

There is an active involvement of all institutions in charge with this issue, including the National Commission in the field of gender equality (CONES), for the implementation of the provisions of the Strategy and the Action Plan.

The creation of a new profession - the gender equality expert. It was a simple idea of training specialists in the field of gender equality, who would promote and apply the principles of equal opportunities between women and men in all of their activities. So far, 1.100 people were trained.

The National Meteorological Administration of Romania organized specialized training courses, within the premises of the National School of Meteorology, in the domains of meteorology (forecasting, weather radars), agro-meteorology and climatology, aimed at training specialists.
Also, at the World Meteorological Organization's initiative, teleconferences were organized with representatives (specialists in weather forecasts) of the National Meteorological Services in order to facilitate the elaboration of special forecasts. The National Meteorological Administration of Romania, through its experts (e.g. dr. Florinela Georgescu, executive director) participated in these teleconferences.
Also under the coordination of the World Meteorological Organization, within the IPA Project "Building resilience to disasters in Western Balkans and Turkey", the National Meteorological Administration hosted training activities on the theme "On-the-job training on severe weather forecasting and warnings". Other training courses were organized for young specialists in weather forecasting from the State Hydro-meteorological Service, Republic of Moldova.

In the future, the National Meteorological Administration of Romania is willing to organize/host other training initiatives within its premises, in the field of weather forecasting, meteorological radars, agro-meteorology and climatology, and is ready to provide scientific and logistic (technological) support for these activities for the national meteorological services' specialists and young researchers from the South-East of Europe, and not only.

The National Meteorological Administration is enhancing its cooperation with the National Meteorological Services in Europe (Regional Association VI of the World Meteorological Organization) in terms of carrying out forecast and warnings in case of occurrence of severe weather phenomena that can generate critical humanitarian situations.

The Ministry of Environment is in charge with the follow up process in the area of climate change. Romania consolidated its National Climate Change Strategy 2016 - 2020 through a complex project which updated and extended it to the National Climate Change and Low Carbon Green Growth Strategy on the medium term, 2016 - 2030, and operationalized through the National Action Plan on Climate Change for the period 2016 - 2020.
The current Climate Change Strategy has the objective to mobilize and enable public and private actors in Romania to reduce greenhouse gas emissions from economic activities in accordance with the European Union (EU) targets and to adapt to the effects of climate variability and change, both current and future.
As regards of mitigation, the Climate Change Strategy has adopted quantifiable targets in line with the EU 2030 objectives. As regards of adaptation, it aims to protect Romania's environment, people and economic activities from climate change, especially from extreme events in the context of climate change.

Following the endorsement of the World Humanitarian Summit (WHS) in Istanbul, 23 - 24 May 2016, Romania has initiated the steps for becoming a country member of the United Nations Disaster Assessment and Coordination (UNDAC).
