Good Neighbors International (GNI) has been developing community development committee system in order to expand participation of local communities and promote grass-root democratic governance.
- GNI organized 211 Community Development Committees in 30 countries.
- GNI mobilized 3,906 Community Development Committee members in total.
- GNI facilitated regular Community Development Committee meetings and leadership training programs to enhance inclusive participation of local governance system.

Good Neighbors International (GNI) evaluated the progress that it has done is fairly on track, reflecting on the feedback from the local communities. Communities were able to build a democratic decision making system led by local community leaders as well as voluntary community organizations.

B. How are these challenges impacting achievement of this transformation?
Limited funding may hinder the expansion of GNI's community governance building operation and its aim to reach 290 communities by 2020. Although a participatory governance system has been introduced in a field, it is difficult to be proliferated into the community in bureaucratic rigid national/local governance systems.
4. Highlight actions planned for 2018 to advance implementation of your commitments in order to achieve this transformation.
Good Neighbors International (GNI) will keep expanding its effort to outreach into communities and organize local based inclusive participation and democratic governance systems in 2018.
GNI will strengthen capacities of established community governance systems as well as enhance leadership of and participation in the local focused governance system.

Refugees
Good Neighbors International (GNI) has constructed two market places and provided vocational training programs in the Nyarugusu and Mtendeli camps in Tanzania accommodating Burundi and Democratic Republic of Congo refugees.
Not only physical construction of market place but also successful management mechanisms, a common market management committee which consists of refugee and host community vendor representatives has been established.
Total number of beneficiaries are as follows:

- Refugee (DRC) : 84,607

B. How are you assessing whether progress on commitments is leading toward change in the direction of the transformation?
Good Neighbors International (GNI) evaluated the progress which is fairly on track, reflecting the feed-back from the local government, Office of the United Nations High Commissioner for Refugees (UNHCR) livelihoods sector, and the refugee populations.
GNI's program has led to an increase of income among both refugees and host community populations.

B. How are these challenges impacting achievement of this transformation?
Insufficiency of financial resources limits the coverage of the livelihoods program in spite of enough capacity for field implementation.
Government's unstable approach toward refugees and the Comprehensive Refugee Response Framework (CRRF) is seriously hindering the program financially as well as operationally.
4. Highlight actions planned for 2018 to advance implementation of your commitments in order to achieve this transformation.
GNI is currently progressing in discussing a livelihoods enhancing package programme in the Nduta camp with local authorities and the UNHCR field office. The programme includes Village Savings and Loan Associations (VSLA), business start-up training as well as construction of marketplace.
Also GNI is cooperating with tech powered farming impact business to lift effectiveness and efficiency of vocational training for livelihoods for refugees and host community population.
5. What steps or actions are needed to make collective progress to achieve this transformation?
The impact of GNI's market based approach for increasing livelihoods and peaceful cohesion for refugee and host community hs been clearly proved, thus this livelihoods model can be disseminated in other refugee situations upon field needs and gaps.

GNI's unique common market based livelihoods programs focusing on market management committee with mixed populations show remarkable achievement in cohesion and co-existence of refugee and host community populations.
Also GNI's business start-up package including entrepreneurship classes, vocational training and VSLA results in successful refugee livelihoods modality in protracted situations.

People-centered approaches (feedback mechanisms, community engagement, etc)
Good Neighbors International has developed child-centered standardized disaster preparedness programs and conducted dissemination workshops targeting to field staff in order to enhance raise awareness of disaster preparedness as well as to build capacity for effective program delivery in 2017.
GNI conducted the disaster preparedness sessions in disaster prone communities in the Philippines. This sessions covered 16,486 community members and children.

B. How are you assessing whether progress on commitments is leading toward change in the direction of the transformation?
GNI has been striving to reinforce resilience of communities and children against unpredictable natural disasters. It was mainly conducting disaster vulnerability assessment in field countries in 2017, and only few numbers of children and community members were able to receive disaster preparedness sessions.

B. How are these challenges impacting achievement of this transformation?
Lack of human resources with expertise in the field led the disaster vulnerability mapping to fall into arrear. Also due to budget constraint, disaster preparedness sessions for communities and children has not yet been translated and disseminated in various languages and cultural contexts.
4. Highlight actions planned for 2018 to advance implementation of your commitments in order to achieve this transformation.
GNI will implement disaster preparedness workshops and sessions toward disaster prone communities in Bangladesh and Guatemala in 2018.
Also the disaster preparedness programs will be translated and prepared for further dissemination.
5. What steps or actions are needed to make collective progress to achieve this transformation?
Disaster preparedness programs developed by GNI can be utilized in disaster prone countries by other agencies upon field gaps and needs.

Direct funding to national/local actors
In 2017, GNI supported and invested in 137 cooperatives and six social enterprises (Guatemala-Good Stove, Malawi-Fair way, Rwanda-café de gisagara, Nepal-H plant, Mongol-Good sharing and Cambodia-Good Solar Innovation).

B. How are you assessing whether progress on commitments is leading toward change in the direction of the transformation?
GNI has achieved the target number of cooperatives operationalized as well as achieving the target number of social enterprises established as planned. Although cooperatives and social enterprises are well managed in practice, positive profit generation and guaranteed financial sustainability will become apparent in a couple of years.

B. How are these challenges impacting achievement of this transformation?
Due to rigid local business circumstances, external actors are likely to experience difficulties to get into the local market system and value chains. Tension of the existing business actors hinders the collection of data for analyzing market situations. Also the difficulty of raising awareness impeded improvement of productivity and financial sustainability.
4. Highlight actions planned for 2018 to advance implementation of your commitments in order to achieve this transformation.
GNI’s effort on market based solution to empower impoverished communities will be expanded by building organizational management capacity and identifying the community based economic portfolio. GNI will also increase investment in establishing social enterprises in developing countries in order to ensure financial sustainability of vulnerable communities.
5. What steps or actions are needed to make collective progress to achieve this transformation?
To nurture self-sustainable organizational management capacity of cooperatives and social enterprises, initial finance investment is key to succeed. Further cooperation with financial institutions, impact investment agencies, and traditional donors will be required in order to expand its impact in the field.

New species adopted by local cooperatives in Vietnam has shown strong competitiveness in the local market, thus it led increase of production up to 186 per cent and income of the cooperative members by four times.
