  • What led your organization to make the commitment?

    Slovenia is firmly committed to promoting the rights and well-being of children, including those affected by armed conflict. More than 20 years ago we welcomed thousands of children from the war-torn Western Balkans. Since then we have been supporting children in different parts of the world, aiming to heal the psychological and physical wounds of conflict by offering them psycho-social assistance and physical rehabilitation. We also believe that schools, and education as such, are a safe haven and offer hope for a better tomorrow to children affected by armed conflict.

  • Achievements at a glance

    The Slovenian Armed Forces have included the Lucens Guidelines in the pre-deployment training of civilian and military personnel participating in international operations and missions.

    In 2016, Slovenia also supported activities related to mine action and mine-victims assistance implemented by ITF Enhancing Human Security in Lebanon, Palestine and Ukraine. Slovenia also provided support for ITF's work in Bosnia and Herzegovina.

  • Next step to advance implementation in 2017

    Slovenia will continue to raise awareness and inform different actors of the messages of the Safe School Declaration and the Lucens Guidelines.
    In 2017, Slovenia will also support further activities related to mine action and mine-victims assistance in Bosnia and Herzegovina, Jordan, Ukraine, and Palestine.

  • What led your organization to make the commitment?

    According to the Resolution on international development cooperation, assistance to children affected by armed conflict is a priority of Slovenia's humanitarian assistance. As part of our humanitarian efforts, we have thus far supported the psychosocial and medical rehabilitation of more than 1,200 children from the Western Balkans and the European neighbourhood region, implemented by ITF Enhancing Human Security and Slovenian NGOs. Slovenia is committed to continuing work in this field.

  • Achievements at a glance

    In 2016, Slovenia supported several projects addressing the needs of children affected by armed conflict worldwide, implemented by ITF Enhancing Human Security and Slovenian humanitarian NGOs in Lebanon, Palestine and Ukraine. More than 500 children and 50 families were included in different rehabilitation programmes addressing their physical and psychosocial needs as a consequence of armed conflict. In keeping with its commitment, Slovenia has also published a call for proposals for humanitarian projects providing rehabilitation to victims of armed conflict in the Middle East.

Speak out on violations

Core Commitment

  • What led your organization to make the commitment?

    For a number of years, Slovenia has been committed to the promotion and protection of human rights around the world as one of its top priorities. The country has also pledged to step up efforts to improve the human rights situation throughout the world as a member of the Human Rights Council in the 2016–2018 period.

  • Achievements at a glance

    In the reporting period, Slovenia repeatedly raised the issue of serious violations of international humanitarian law and of serious violations and abuses of international human rights law in country situations, including in the UN Human Rights Council and its Universal Periodic Review. Among other things, it participated in discussions at both Special Sessions of the UN Human Rights Council in 2016, namely on the deteriorating situation of human rights in the Syrian Arab Republic and the recent situation in Aleppo (in October), and on the human rights situation in South Sudan (in December 2016). At the 33rd Session of the UN Human Rights Council, Slovenia, together with Austria and Croatia, brought the attention to the human rights situation in Burundi.

    Slovenia will continue to speak out and condemn serious violations of international humanitarian law and serious violations and abuses of international human rights law, and to call for the perpetrators to be held accountable and brought to justice, in particular in the UN Human Rights Council and its Universal Periodic Review.

  • What led your organization to make the commitment?

    Slovenia is aware of the important role played by women in everyday life; therefore we promote gender mainstreaming at all levels, including in peace and security related activities, with the Ministry of Defence and the Slovene Armed Forces paying particular attention to this issue. Slovenia's work on the MLA Initiative is underpinned by its foreign policy priority on the rule of law, recognising its role in the respect for human rights and international peace and security.

  • Achievements at a glance

    In 2016, various educational and training programmes of the Ministry of Defence, the Slovenian Armed Forces and the Police continued to include the issue of women, peace and security. The MLA initiators continued to garner support for the MLA Initiative through bilateral contacts as well as in multilateral forums and among the practitioners. The initiative is currently supported by 53 states from all geographical regions. Moreover, the MLA initiators have recently been joined by Senegal and Mali. To promote the initiative, the initiator states organised several events and side events, and participated in events organised by other international organisations and associations.

    The resolutions and pledges at the 32nd International Conference of the Red Cross were on the agenda of the last meeting of the Slovenian national IHL committee. The members of the committee agreed that the competent ministries would prepare action plans to follow up on each resolution.

  • Next step to advance implementation in 2017

    Women, peace and security will remain a component of the education and training system of military and police personnel.

    The MLA initiators will continue to garner political support for the initiative. The MLA retreat, to take place in the Netherlands in June 2017, will be an important step in the process leading towards negotiations. The supporting states will gather at the retreat to discuss the way forward and the possible elements of a future treaty.

  • What led your organization to make the commitment?

    Promotion of the rule of law, international criminal justice and human rights has been Slovenia's long-standing foreign policy priority. A champion of the establishment of the International Criminal Court, Slovenia was among the 60 states that first ratified the Rome Statute and the second state to both ratify and implement the Kampala Amendments. Promoting the universality and full implementation of the Rome Statute and the Kampala Amendments thus reflects our commitment to advancing the rule of law and accountability for atrocity crimes.

    Slovenia continued to promote the universality and full implementation of the Rome Statute and the Kampala Amendments in bilateral, regional and multilateral settings. These activities included the promotion of the ICC in bilateral contacts, statements in support of the universality and full implementation of the Rome Statute in multilateral forums, as well as participation in events dedicated to the ICC. Slovenia continues to act as a contact point for the Eastern European group of States at the UN for the ratification and implementation of the Kampala Amendments.


  • Next step to advance implementation in 2017

    Slovenia will continue such activities in 2017. Slovenia will participate in the preparations for the activation decision on the crime of aggression amendment, expected to be taken by the Assembly of States Parties to the Rome Statute in 2017.

    The national IHL committee will focus on reviewing the national normative framework, which serves as the basis for implementing international IHL norms in Slovenia, evaluate the national measures and make possible recommendations for the ministries to bring them up to date or enhance them with further measures (e.g. rules or a handbook).

  • What led your organization to make the commitment?

    Slovenia attaches great importance to gender equality, women's empowerment and the realisation of all human rights for all women. These are included among our foreign policy priorities. Slovenia has been engaged in this field both nationally and internationally. At the national level, several activities have been carried out to promote the equal sharing of responsibilities and chores between men and women in care giving and domestic work. At the international level, Slovenia's Prime Minister and male ministers have joined the HeforShe campaign. Gender equality and empowerment of women are also cross-cutting themes of Slovenia's international development cooperation.

  • Achievements at a glance

    Slovenia continued to call for the participation of men and boys in gender equality activities. In June 2016, the Slovenian permanent representative took over the chairmanship of the MenEngage network at the OSCE. The process is also underway of adopting a new policy documents on international development cooperation and humanitarian assistance. A Strategy on development cooperation and humanitarian assistance will be drafted, including a chapter on gender equality. Preliminary drafts of the guidelines for gender equality and women's empowerment in development cooperation have already been prepared. In keeping with the commitment, special attention was also given to women's organisations within the last call for proposals for development and humanitarian projects. Experience with project implementation in the field of gender equality and women empowerment was among the selection criteria.

    Progress is measured when drafting a call for proposals, during the selection of projects (selection criteria) and as a part of the report on international development cooperation and humanitarian assistance, prepared by the Ministry of Foreign Affairs on a yearly basis.

  • Next step to advance implementation in 2017

    The draft of the Strategy should be prepared by the end of 2017, to be adopted in 2018; the document will include guidelines for gender equality and women's empowerment in development cooperation and humanitarian assistance.The established practice regarding mainstreaming gender equality withing public calls for proposals will be continued; the results of the last call for proposals will be analysed and additional measures discussed.

  • What led your organization to make the commitment?

    Human rights education and training is a Slovenian foreign policy priority in the field of human rights. With the teaching material produced under the Our Rights project, Slovenia has, since 2005, provided for the education about children’s rights of more than 185,000 children in 26 countries in Europe, Asia, the Middle East, Latin America and North Africa.

  • Achievements at a glance

    In 2016, Slovenia supported the Our Rights project in Egypt, Morocco, Kosovo, and India. The project was also presented to Ukrainian children attending rehabilitation in Slovenia.
    In spring 2016 a worksheet entitled Children Refugees was drawn up based on the Our Rights project. The worksheet is intended for school children in Slovenia as a tool for raising awareness of the rights of children refugees with the objective of contributing to the understanding, acceptance and inclusion of children seeking refuge in Slovenia.

    In its foreign policy activities in the field of human rights, Slovenia will continue to pay special attention to human rights education and training, thus promoting the empowerment of people, especially children. Among other activities, it will continue to support the Our Rights project in Morocco.

  • What led your organization to make the commitment?

    Slovenia has a long tradition of supporting complementarity between humanitarian and development programmes through reconstruction and rehabilitation activities as well as through resilience building, disaster risk reduction and crisis prevention. In the past years, Slovenia provided humanitarian response to several crises, followed by reconstruction, rehabilitation and development projects.

    In keeping with our experience and the commitment, complementarity between humanitarian assistance and development cooperation was pursued and highlighted in the new draft policy document in 2016. The complementarity between the humanitarian and development areas is also taken into account when planning future activities within the Framework programme on international development cooperation and humanitarian assistance.

    Shortly after the World Humanitarian Summit, Slovenia also endorsed the Grand Bargain principles, which also provide a basis for localising our response.

  • What led your organization to make the commitment?

    Slovenia has a long tradition of supporting complementarity between humanitarian and development programmes through reconstruction and rehabilitation activities as well as through resilience building, disaster risk reduction and crisis prevention. In the past years, Slovenia provided humanitarian response to several crises, followed by reconstruction, rehabilitation and development projects, more specifically in the aftermath of the earthquake in Haiti (2010), the crises in Palestine and Ukraine, and floods in Bosnia and Herzegovina and Serbia (2014). A further commitment was adopted at the WHS.

  • What led your organization to make the commitment?

    Even before the WHS, Slovenia had already been committed to supporting local and front-line responding to different humanitarian challenges. All our national partners implementing bilateral humanitarian projects are obliged to work with local partners on the ground, who are included in project planning, implementation and evaluation. All projects need to demonstrate country ownership and compliance with the needs of the affected population. With the aim of further improving implementation practices, Slovenia has committed to continue working in this field.

    Shortly after the World Humanitarian Summit, Slovenia endorsed the Grand Bargain principles, which also provide a basis for localising our response. The Grand Bargain principles have been taken into account when drafting legislation in the field of development cooperation and humanitarian assistance.

  • What led your organization to make the commitment?

    A staunch supporter of disaster risk reduction activities, Slovenia has advocated increased and coherent global efforts towards more resilient communities. In 2015, it strongly supported the adoption of the Sendai Framework for Disaster Risk Reduction 2015–2030.

    With the aim of further improving our present activities, an additional commitment was taken on to earmark 10% of our humanitarian assistance for disaster risk reduction and building the resilience of the affected population.

  • Achievements at a glance

    In keeping with the commitment, Slovenia has included DRR and resilience activities as a pillar of its humanitarian assistance in the draft Resolution on international development cooperation and humanitarian assistance. Several activities were undertaken in this regard; through the call for proposals for humanitarian projects in the 2017–2019 period, Slovenia allocated funds to three projects associated with DRR and resilience building activities.

    In total, Slovenia earmarked roughly 11% of its humanitarian assistance for DRR and resilience building in 2016.

    Slovenia is committed to support multi-year, predictable and flexible funding that would enable effective and efficient humanitarian response.

  • Achievements at a glance

    Shortly after the World Humanitarian Summit, Slovenia endorsed the Grand Bargain principles. When possible, Slovenia also provides for multi-year announcements of fundings, that are planned withing a multi-year framework programme. All Slovenian humanitarian contributions to international humanitarian organisations are only softly earmarked.
