Portugal has been advocating in various international fora – EU, the UN system, and the OECD – for reinforced attention and support to Least Developed Countries (LDCs) and other countries most in need, such as SIDS, in particular in Sub-Saharan Africa, where many of our partner countries are located. Special attention is also given to the regional institutions, as those that integrate main partners, namely the African Union, South African Development Community (SADC), ECOWAS, and ASEAN. Attention is also given to multilateral (e.g. CPLP). The partner countries of Timor-Leste, Guinea-Bissau and São Tome and Principe are also members of the G7+ group - fragile states. The new generation of Strategic Cooperation Programmes, signed with each main partner country, reinforces the cooperation in key areas for statebuilding and social services delivery (E.g. São Tomé and Príncipe Strategic Cooperation Programme (2016).
Portugal is, for example, co-financing specific EU projects in these countries, managed by Portugal on behalf of the EU in the form of Delegated Cooperation. This allows galvanizing funds and efforts in these countries, and is a clear recognition of the important role that the Portuguese Cooperation has in working in key but very sensitive areas, such as governance and rule of law, that are of key importance to countries most in need, and in particular for fragile states.

Investment in fragile situations requires more sustained, intense and concerted political and financial investment to prevent and tackled the root causes of different and complexes conflicts. Increasing the pool of resources available for conflict prevention and resolution will be paramount to reaping the dividends of peace.

The participation of Portugal under UN operations (both under E.U. and NATO) has been covering several countries such as Colombia, Central African Republic (CAR) , Mali, Somalia and Mediterranean Sea (Sophia Operation), with its involvement contributing toward a number of different dimensions, including training.
Portugal fully maintain its commitment in a variety of missions and operations, regarding: the reinforcement of the security conditions; civilian protection; safe delivery of humanitarian aid; protection of personnel, premises and equipment, promotion; protection of human rights; monitoring, investigating and reporting to the UN Security Council violations of international law; support for national and international justice and rule of law; disarmament, demobilization, reintegration and repatriation (DDRR). It is worthwhile to refer Portuguese participation in UN Multidimensional Integrated Stabilization Mission MINUSMA, Mali (68 militaries), as well with 160 militaries in CAR -MINUSCA.

Portugal will continue its participation under UN operations, namely in MINUSMA, concerning the establishment of a Transport Aviation Unit. Portual will also integrate the UN mission in Colombia and participate in the efforts to consolidate peace, a major step forward towards regional security in Latin America, and continuing national participation in MINUSCA, maintaining 3 EU training mission (Mali, Somalia and CAR), Sophia Operation in Med. Sea; and significant presence in FRONTEX Agency.

Gender-based violence prevention and response
Portugal prepared the endorsement of the global initiative Call to Action on Protection from Gender-based Violence in Emergencies. Coordination with Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) within the working party on Humanitarian Aid and Food Aid (COHAFA) and and within the Portuguese Secretary of State of Foreign Affairs Cabinet.

Addressing root causes of irregular migration and displaced persons in Africa.
Portugal supports the EU Emergency Trust Fund for Africa - Trust Fund for Stability and Addressing Root Causes of Irregular Migration and Displaced Persons in Africa. The Trust Fund is aimed at supporting all aspects of stability and to contribute to better migration management as well as addressing the root causes of stabilization, forced displacement and irregular migration. It will do so by promoting resilience, economic and equal opportunities, security and development and addressing human rights abuse.

Portugal is challenged while implementing European policies of border management, asylum and migration given its double commitment, first of all, actively saving and rescuing migrants and refugees, mostly in the Mediterranean, under the aegis of FRONTEX, and, on the other hand, with the reinforcement and protection of common borders.

In this regard, Portugal will pay special attention to the issue of access to higher education in emergencies, taking measures to ensure that forcibly displaced people are able to pursue their higher education and that they are offered an academic opportunity of graduation.

In 2017, Portugal has supported ongoing efforts led by the Global Platform for Syrian Students to galvanize support to higher education in emergencies in general and to enlarge the scholarship programme for Syrian Students. It co-sponsored the preparations of an international conference, on higher education in emergencies, to be held in 2018, and to set up a Rapid Response Mechanism for higher education in emergencies (RRM).
At the domestic level, Portugal is revising a new approach to International Students that includes a new special status for students in emergency situations, in order to allow refugees and forced displaced students to access to higher education and be entitled to social support.
In the scope of the European Agenda for Migration, it was ensured by the Ministry of Education of Portugal, the following actions were implemented:
- training for host organizations;
- follow-up of the implementation of the extraordinary educational measures regarding the reception and inclusion of the students that belong to the refugee contingent;
- support to the host entities and guaranteed all the processes of equivalence that needed the intervention of the Director-General for Education (DGE) and monitoring and follow-up meetings were also held between ministries and NGOs.
Finally, a joint report under the responsibility of the High Commissioner for Migration, I.P. (ACM, I.P.) is being prepared, which includes the various areas of intervention established within the framework of the migration working group. Local systems are creating an increased number of communications, causing delays in the implementation of the extraordinary educational measures.

Portugal continues to support African Portuguese Speaking Countries in strengthening their resilience to the negative impacts of climate change and, at the same time, to meet the commitments undertaken through Intended Nationally Determined Contributions (INDCs)/Paris Agreement. In 2017 this support was mainly focused in Cape Verde, Mozambique and São Tomé and Principe by providing technical assistance in the areas of water efficiency, water loss control of the supply systems, water security plans, water sustainable management plans for agriculture in Cape Verde, water efficiency and water loss control of supply system in São Tomé and emergency support to Mozambique to open water wells to provide access to water in the periurban area of Maputo and saving water awareness campaign.
