Self Report for Initiatives in 2018

The updates on initiatives shown below allow members or signatories to WHS initiatives to report on actions taken in support of the respective initiative. They are not intended to replace reporting processes undertaken by initiative secretariats.

  • Charter on Inclusion of Persons with Disabilities in Humanitarian Action

What concrete actions have you taken in support of the initiative.

In 2016 the European Union (EU) endorsed the Charter on Inclusion of Persons with Disabilities in Humanitarian Action. In 2017, the European Commission engaged in various advocacy events and met with disabled persons' organisations to discuss additional measures to support this agenda. The EU also provided targeted funding, supported the development of the Inter-Agency Standing Committee (IASC) Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action and for the first time included in its 2018 Humanitarian Implementation Plans that partners need to ensure inclusiveness of people with disabilities in proposed actions.

  • Education Cannot Wait

What concrete actions have you taken in support of the initiative.

The European Union (EU) renewed its pledge to Education Cannot Wait (ECW) with an additional €11 million, bringing the total to €16 million. The EU is a very active member of the ECW's High Level Steering Group and the Executive Committee.

  • Global Alliance for Urban Crises

What concrete actions have you taken in support of the initiative.

The European Union (EU) is an active member of the Global Alliance for Urban Crises. It is a member of its Steering Committee and also supports it financially. Urban settings are strongly linked to many of the EU's initiatives (e.g. the EU Urban Agenda, ongoing work on sustainable development, follow-up to the Communication on Forced Displacement and Development, Resilience and Grand Bargain agendas, implementation of the EU Civil Protection Mechanism). In order to meet the complexity of needs in urban settings, the EU promotes a multi-sectoral and multi-stakeholder approach to assessments and programming in urban settings, and advocates for greater attention to humanitarian needs in urban environments. The recent report 'The Urban Amplifier: Adapting to Urban Specificities' collects vast evidence and good practices of EU humanitarian interventions in urban environments.

  • NEAR - Network for Empowered Aid Response

What concrete actions have you taken in support of the initiative.

The European Union (EU) co-funded the NEAR (Network for Empowered Aid Response) network in 2016. The project is ongoing. It is enabling Global South perspectives to influence the process at global level while creating platforms for North-South cooperation. It is expected that when the Network reaches its maturity it will provide locally-driven capacity development models and finding instruments that can be replicated in other regions.

  • Regional Organisations Humanitarian Action Network (ROHAN)

What concrete actions have you taken in support of the initiative.

The European Union's (EU) humanitarian aid department (DG ECHO) attended the 2017 annual meeting of the Regional Organisations Humanitarian Action network (ROHAN) hosted by the African Union. While acknowledging the comparative advantages of regional organisations, the EU believes that its cooperation under ROHAN needs to build on concrete commonalities. The EU would welcome for example a common commitment to adhere to IHL, or a common position on humanitarian access, on advancing the localisation agenda, or on enhancing Disaster Risk Reduction (DRR) preparedness.
